Admission of members

Article 5 of the statutes of the FAIB states that the Federation can admit as full members:

associations, institutions and other organisations which have a membership, an objective or an activity of an international nature
and which have their foundation in Belgium

In the context of article 5, the following rules apply.

To become and to remain a member, an international association is required

to have an international nature
to be constituted on a permanent basis
to be totally without intentions of making a profit
to possess an honourable objective – and to pursue this objective and not another under cover of the objective declared in its statutes
to have a stable financial structure, and to be able to prove the honest acquisition, management and use of its financial resources
to pursue the declared activities in practice and not simply to exist in name only

An Admissions Committee is charged with examining the extent to which an applicant association answers these requirements. In order to allow this Committee to study the applications fully, associations applying for membership should submit the following documents:

their statutes
the names of the current members of the Board of Directors
the most recent financial report
the most recent report of activities carried out

In addition the members of the Admissions Committee may pose further questions which seem to them relevant.

The Admissions Committee reports to the Board of Directors, which, in accordance with article 6 of the statutes, has the responsibility of making a decision on the result of the application.

In accordance with the same article 6, any association whose application is rejected by the Board of Directors has the right of appeal against the decision to the General Assembly.

Article 8 of the statutes of the FAIB states that 'any member of the association may at any time resign by sending a signed letter to the President. A resignation made in this way only becomes effective at the end of the financial year in which the resignation was notified.'

L'article 5 des statuts de la FAIB précise que la Fédération peut admettre en tant que membres effectifs :

les associations, institutions et autres organisations qui ont une composition, un objet ou une activité de caractère international
et qui sont établies en Belgique.

Dans le contexte de cet article 5, les règles suivantes sont d'application.

L'acquisition et le maintien de la qualité de membre requièrent des associations internationales qu'elles :

aient un caractère international
constituent des organisations permanentes
soient dénuées de tout caractère lucratif
aient un objet honorable - et poursuivent effectivement celui-ci et non un autre sous le couvert de l'objet prévu par leurs statuts
aient une situation financière saine, et fassent preuve d'honnêteté dans l'acquisition, la gestion et l'utilisation de leurs ressources financières
aient des activités effectives et ne se contentent pas simplement d'exister.

Un Comité d'Admission a pour tâche d'examiner dans quelle mesure les associations répondent à ces conditions. En vue de permettre à ce Comité d'étudier les candidatures reçues, il est demandé aux associations candidates de lui soumettre :

leurs statuts
la composition actuelle du Conseil d'Administration
le rapport financier le plus récent
le rapport d'activités le plus récent

En outre les membres du Comité d'Admission s'informent par contacts personnels de toute question qui peut leur sembler utile.

Le Comité d'Admission fait rapport au Conseil d’administration auquel, aux termes de l'article 6 des statuts, il incombe de prendre une décision quant à la suite à donner aux candidatures reçues.

Aux termes du même article, les associations dont la candidature est rejetée par le Conseil d’administration ont le droit de faire appel de cette décision devant l'Assemblée Générale.

L'article 8 des statuts de la FAIB précise que: "tout membre de l'association peut en tout temps se retirer par un écrit signifié au président. Une telle démission ne deviendra effective qu'à l'issue de l'exercice social au cours duquel elle aura été signifiée".

Aanvaarding van leden

Artikel 5 van de statuten van het FAIB bepaalt wie de Federatie mag aanvaarden als effectieve leden;

verenigingen, instituten en andere organisaties waarvan de samenstelling, de doelstelling of de aktiviteiten een internationaal karakter hebben.
gevestigd zijn in België.

In het kader van dit artikel 5, zijn volgende regels zijn van toepassing.

Het verwerven en behouden van het lidmaatschap vereisen van de internationale verenigingen dat zij :

een internationaal karakter hebben
samengesteld zijn uit permanente organisaties
geen winstgevend doel hebben
een eerbaar doel hebben – en dit effectief nastreven - en geen ander onder de dekmantel van het vooropgestelde doel voorzien in hun statuten.
een gezonde financiële toestand hebben en het bewijs leveren van eerlijkheid bij het verwerven, beheren en gebruik van hun financiële middelen.
het bewijs leveren van effectieve aktiviteiten en zich er niet alleen mee vergenoegen “ te bestaan”.

Een Comité voor de aanvaarding van nieuwe leden heeft als opdracht na te gaan in welke mate de verenigingen beantwoorden aan deze voorwaarden. Teneinde dit Comité toe te laten de ontvangen kandidaturen te bestuderen , wordt aan de kandidaten verzocht de volgende documenten voor te leggen :

de statuten
de huidig samenstelling van de Raad van Bestuur
het meest recente financieel rapport
het meest recente aktiviteitenrapport

Bovendien informeren de leden van dit Comité zich onderling door persoonlijke contacten omtrent elke vraag die hen nuttig lijkt.

Het Comité rapporteert aan het Directiecomité aan dewelke het volgens artikel 6 van de statuten toekomt een beslissing te nemen omtrent het gevolg dat aan de ontvangen kandidaturen moet gegeven worden.

Volgens hetzelfde artikel, hebben de verenigingen wiens kandidatuur is verworpen door het Directiecomité, het recht om deze beslissing aan te vechten voor de Algemene Vergadering.

Artikel 8 van de statuten van het FAIB preciseert dat : “ieder lid van de vereniging mag op ieder moment ontslag nemen door middel van een aangetekend schrijven aan de voorzitter. Het ontslag wordt maar effectief op het einde van het werkjaar tijdens dewelke het werd aangetekend”.
